Probably the switch broke, this is a not mine ad the poster wouldn't know. The bigger question is why does it look like a flamethrower was directed at the passenger side seat?

Zoom in it's a round hole, originally had a crank window like passengers side.
 
standard seat pattern. Thanks for the link. I find it difficult to navigate the hamtramck historical site for some reason.
 
Later style window switch too.

Bet it was modified for someone with a bad or missing left arm.
 
The other windows are still manual.
Good observation @Big_John A bad left arm makes a lot of sense.
I know a fella with a bad left arm from nam, he doesn't like manual windows.

Thanks to @Ken X we see that the ad has been updated and that the CL asking price is down to $4.9k. Is no one tempted at that price?
 
A running vert with decent paint for 5K. That's a lot of car for that price.
 
another possibility for the switch on the door is that its for an added power door lock........

my 70 300 convert has a power lock on the passenger side only, obviously added, theres a discrete switch close to the steering column on the lower left side.
kinda weird but handy if you are picking someone up and your car didnt come with power locks originally.

The placement of the switch and lack of the crank handle I'd agree with a previous post that it was to accommodate a disability. Those stains/discoloration on the seats and interior would be more of a concern.
