In Kansas, if the vehicle is 1950 or older, you can get a title on a bill of sale only. Newer than that and no title, requires an inspection by the KHP and a VIN inspection, plus having that VIN ran through the system. Of course, if you are buying the car from out-of-state, then YOUR requirements apply.
