fifth digit in the VIN is an L, for the 383 two barrel. The HP would be an N.

Seems to be painted in that "Seafoam Turquoise Metallic" shade allright, but this shade was not offered in 1970 (offered in 1969, with "Coral Turquoise Metallic" available in 1971).
The closest to a turquoise shade in the 1970 colour choices was "Frosted Teal Metallic", per this car formally owned by Thrashing Cows (hey mate, hope its ok to use your pic, spotted it on the Dry Dock. BTW, I wonder how many cars had that painted roof, not vinyl...? Must be rare, am chasing a 1969 model):
