Did any other Police Dept use that steering wheel...perhaps Arizona???

The way I understand it, to this day, CHP pretty much sets the min. standards of which most states adopt.

I rather thought they set the max. standard as if it'll fit or surpass the standards of other states.

The white steering wheel business is interesting. If you look at 1940s/early 50s cars at shows, white steering wheels were fairly common back then. It seemed they went the way of the dodo bird by the mid-60s, except for the CHP.
