I would think that you could make these bumper fillers with some ingenuity and outside-the-box help.
Someone with ability to do some 3D CNC woodcarving could make some molds, maybe in multiple sections that could be fastened together with some external fixtures. Make them from a close-grain wood that is varnished and sanded (or maybe plastic instead), then pour silicone into them. The hard part will be the fastening area - are these panels basically flat with screws going upward into the filler panel? If so, a thin strip of aluminum can be used as a backer plate under the screws to help it stay rigid.
And as you're doing it from scratch, you could make them a little thicker here/there to look similar but be more robust.
Oh - and then you've got to figure out how to paint them!

Ok, got it out of the tree line and onto the pavement. The only damage was to the left side light bar and a small dent in front of it. Tree limb got it. I was planning on changing out the light bar anyway. The car is in an enclosed trailer and will be unloaded as soon as the rain lets up. Thanks to all for the advice on the car. Here are a few pix.

I think those might be plastic wheel chocks. Only reason I know is that I have a set of them.

I remember our County Sheriff having 1979 Dodge St Regis squads with aero-dynic light bars and electronically controlled spot light that was mounted above the center speaker/siren area. Still in my mind is seeing one going 100 mph down hwy 151. I purchased a NOS fender mounted spot light that is electronically controlled as it is still in my basement. I'm unsure if I will use it on my '70 Fury III squad.

Congrats, this one went to the right owner! I've had 4 R-bodies, 2 79 Newports (1 318, 1 360), 1 80 St Reege (360) 1 80 NYer (360). I really like them, but had to cut down the fleet.
Stan, wish I'd known you wanted one, I sold the most recent one about 2 yrs ago, a copper color '79 Newp w/ 360, A/C, tan velour-cloth interior, out of Ft Collins Colorado so no rust anywhere, all original, very clean, about 70k miles. Went to a guy in Delaware who was going to cop-clone it. I had it for sale for over a year, and it finally went for what I paid for it, around $2900... it was a steal imo. I had a FS ad for it on Moparfins, and in the R-Body facebook group, that's where the buyer saw it. Roger in NY

Cleaned up fairly well. Sorry I didn't take a video of the cleaning, but it took a couple of days to this point. As expected. it will need roof repair. I will start on the mechanicals later this week starting with the brakes. Thanks to all for the leads on parts.
Wow! That looks amazing, compared to the "grime-fighter" it was before. (Sorry, I had to)

I know you're not into the mechanicals yet but any attempt to start it (after bypassing gas tank maybe)? did it have fluids in it btw? obvious other issues? IF its not too much trouble.

Have not tried to start it. All fluids were drained and even the battery was removed. Surprised me. Going to pull the gas tank, get it cleaned. Install new sending unit, blow all the lines clear, and rebuild the carburetor. The only issue I hear is the u joints are dry as a bone and making a lot of racket. I will change them out here in the next day or two and get the driveshaft balanced. The car has the owners manual and the warranty card still in the glove box. It turns out that this car was delivered to Star Chrysler Plymouth in Nashville, TN. That is where Uncle Charlie worked and where his 1972 Plymouth Fury was delivered. I will keep you posted on the progress.
