Is this a 413 Ram Induction block code stamp?

I know the engine was made 9-28-1960.

does R 41 = ram induction 413?

HP = High Performance?

R= model year 1961. So the R means it was a 413 out a 1961 model year car.

The letters start over in 1965.

I'm not much help there. I don't know anything about 1961 model year 413 variants.

928 = engine assembly date of September 28, 1960.
