66 polara fuel and temp guages

Just got this wagon we call B-Polara because its a family car and a hot rod too.
Anyways the 383 likes to chug the fuel and the fuel gauge doesnt work.
So I grab a beer and the factory service manual (FSM) to start to get to know the color scheme hoping it's close to B bodies.
I decide to try grounding the dark blue sending wire with the key on to see if I could get it to move with no luck.
So I grab another drink beer and stare at FSM wiring diagram.
So under the dash I go. I pulled the connector off of the dash and check for 12v with the key on...nothing.

I noticed the power lead from the fuse box to the dash shows an inline fuse and I think "hey, check that fuse."
But danged if I can find it.
Class?.....Anyone?

the 5v voltage regulator sounds like it is dead... grab an electronic one and your main problem should be solved..

you should find it on the back of the instrument cluster.
 
and that fuse is a fusible link wire, not a traditional fuse like we are used to seeing...
