67 Newport Custom rear valance trim?

Can anyone tell me what these holes might be for? Only on this side, nothing on the right side of the car Could there have been a rubber seal like under the taillights..?

I am considering getting a black stripe of foil or tape to get a black belt line across from taillight to taillight to match the rubber above the bumper.
