68 300, body color around taillights?

I've heard they changed it from silver to black mid-year because reflection off the silver bothered people following from behind. (Which seems pretty silly imo)
I do know that they added the bigger turn lights in bottom of front fenders because the little ones in corner of bumpers was to small. I have the smaller ones in mine and I actually like those better than the big ones. Maybe that was a same time change.

And no reflection from the 6 sqaure feet of chrome bumper right under them?
68 saw a lot of federally mandated changes including
" reflection" or glare.
The rear view mirror was black and no longer chrome due to glare to oncoming traffic. Plus its stalk painted satin silver not chrome
Ditto first year for satin finished wiper blades and arms.
No more shiny " wings" on the blades.
Interior window garnish trim no longer chrome.
Front turn signals had to be amber lenses and as mentioned had to be bigger.
Comparing my 67 Monaco to my 68 Newport these are the most obvious differences.

Leaburn is correct, there were a lot of federally mandated changes going on mid year '68. The most critical one to me was the seat belts. I'm not a huge fan of the '68 shoulder belts. I have 4 '68 Chryslers and all we built before 1/1/68. As a point of reference, my 2 dr. '68 300 was built 8/7/67 and has the silver tail panel. But being a turbine bronze car with a black vinyl top, the tail panel will be black when the car gets painted.
