68 Monaco No Back up Light

The Monaco wouldn't start the other day. The plug going to the neutral safety switch was loose so that problem was quickly solved. I notice the plug only had the center wire connected with the 2 outside wires cut. The motor and transmission are originally from a 77 Chrysler. I don't think the back up light has ever worked since I've had the car. The 68 FSM shows a separate backup lamp switch with 2 wires going to the bulkhead. Where is the physical location of that switch supposed to be? Any suggestions on how to SAFELY wire the back up so it works again?
 
check your steering column.
I think that is where mine is combined with the safety neutral switch
