69 CHP Polara running & spinning the 1/4 mile

Rear brakes grabbed harder than the fronts. Spin out is inevitable at speed.

Same thing happened to me in my 78 Lebaron on a slick road.
 
I have spun from rear brake bias. I install 3/4 or 7/8 rear cylinders to help prevent the rear lock up before front.
What has more influence? Size of the cylinder bore or width of the shoes?

I'm suspect of the benefits of so-called heavy duty 3" shoes. Because of this.

The CHP cars had the standard 2-1/2" shoes (11")
This is a genuine retired CHP car.
