Yes it is, I found this car for him about fifteen years ago, originally from the Seattle, WA area. Was completely intact except for the radiator, which I also found for him. Paint wise, and detail wise, it looks much better than when I last saw it at the Graham, WA show.I suspect it is the owner of the largest dealer in Red Deer. What say you @Dobalovr ?
