Is there something wrong with the fender tag? I have never seen one, from '69 and newer, where the VIN is not at the bottom of the tag.

I think it’s a Lynch Road tag, they were a bit different and the vin IS at the bottom of the tag...

I think you need to look again. 256558 is on the top, which is the same as the VIN on the dash. 924374 is at the bottom, which is not the VIN.
