Anybody know anything about this 1970 New Yorker from Las Vegas?

The classic cars will not be affected by the new regulations.
The safety requirements we are following now are outdated by 35 years.
The new requirements now include airbags,ABS and traction control systems to be functioning in order to pass the inspection if the car is so equipped. Plus the check engine light cannot be on either.
As a shop,we will now have to do a required road test,record thickness of friction materials (pads,rotors) tire treadd deppths.

As for the 70 NYer,the Class A mechanic will have to measure the play of the ball joints,and if they are still within spec--even if they do have play--you are allowed a certain amount--he cannot fail them just because they have play.

We have those same inspection requirements here when we try to register a vehicle that has been purchased outside the province. I have had to do this on all three of mine.
 
In my case, the Fury was last licensed in Alberta in 1981 so getting the new plates only required they verify the VIN. That created a problem in that the ownership from 1981 had a typo "TOD" vs "T0D". This was fortunately reconciled when all the VIN plate/tag/sticker/stamping were examined and found to match. I'll bet many 1970 registrations were entered wrong.
 
Which province is it that makes believe it is its own country?
That would be Quebec. They have their own language, laws, etc. The only part of Canada they appear to approve of are the billions of dollars we gift them every year. :canada:

I see errors in vins on ownerships regularly on cars from the pre-computerized era.
