IMHO...It's a factory typo. It would be interesting to see the body numbers and VIN.

What's most revealing is the lack of codes on that particular SPD. It helps us narrow down coding transition dates at the Windsor plant. Compare the paint code and Y code on the tag from 523 ( a 'day' before) below. This helps reinforce many items were transitional and not necessarily done by hard dates. It's likely the 524 SPD tag was punched before the tag for 523.

Every factory piece of factory information is important in some way.
