Does anyone know where a broadcast sheet would be located in 1977 Newport?

The most likely places are under the seats or in the seat backs. If you find sheets, they may or may not be for your car.

Check the back of the dash and underneath carpets.

[1975.Imperial]

For my '75 Imperial, I've found 4, one in the underside of the driver's seat, one on the lower part of the rear seat, one in the dash, and one in the rear passenger-side floor (under the carpeting and sound deadening). I also (so far) found one under the rear seat in my '78 NYB. Those should be the common spots, but they were thrown in pretty much wherever they wouldn't be seen
