On my build sheet ( monaco conv ) is a N25...

69-71Engine Block Heater

What exactly is that.....? i also noticed a freeze-plug with a connector in it with 2 cut off cables......
Does this have something to do with it.

It is exactly that, an engine block heater.

There would be a 110V male plug and cord hooked to that freeze plug. You'd plug it in and it would keep the engine warm enough to turn over and have heat just a bit earlier. It was something for cold weather climates.

I can't say I've seen a factory block heater on an old Mopar though... I did have one on my diesel Ford Excursion and it was great for sub-zero F mornings.
 
This is what is on my '68 300. The build sheet I found under the driver's seat is not marked for engine block heater but there is one on the car. This was a car ordered at the dealer for a customer in Minnesota. Dealer installed?

A block heater is in the block. That inline hose heater was sold in an auto parts store. We still had those on the shelf in the late 90's at the store I worked at.
