The tire is supposed to pop on to the bead, obviously it didn't work for that guy.
Ah. I get it .. in theory. I wouldn't have the balls to try it though. If a ratchet strap and high pressure air doesn't work, off to the tire shop it goes.

Guy's usually use ether or something similar that burns fast and creates a small explosion to push out the tire to seat the bead. It looked like he was trying to use diesel fuel, I am judging that by the blue fuel container.

Some things a tire shop won’t even attempt.
 
Back in my 4x4 days crawling around the foothills, rolling a tire off the bead wasn't unheard of. However, we didn't use gasoline, naphtha, white gas etc because it was just too easy to use too much and get a really big bang followed by fire and flying bits. We did use Diethyl Ether starter fluid in a spray can. Little squirt in the tire and throw a match at it for an instant bead set. Also great for starting a cold engine at -40.

I remember taking out an international DT466 diesel when curiosity got the better of me when I pushed an unmarked button on the dash of a Brand new truck while idling we were installing a dump box onto
The supervisor was not pleased...
We did get it replaced under warranty though because of the missing label
 
what did that unmarked button do?
Pumped ether into the cylinders
The system was supposed to be disconnected from the factory but there was a bunch that got connected at the factory
Also the system was not supposed to be able to fire if the engine was running

You have to use way more now because it is so crappy, then you get the whooosh, boom if a little bit too much.
Convinced me to finally buy a cheater bottle.
