I called the local machine shop and asked what they want to polish and balance my crankshaft and rods. He said to bring in everything, pins, pistons, rings, bearings, crank and rods and it should be about 380 bucks. I have no clue if that is the going rate, does that sound expensive?

Not bad. Grinding if necessary, polishing and lastly balancing takes time. A lot of time. When I was fresh out of school working in a machine shop, just machining amd balancing rods was a few hour afair. Figure about 6 hours from end to end including the cleaning they're going to do.

your not paying for the labour...your paying for the skill and experience to get it done right...
