I was wondering why you mostly struck out, then checked the links provided by @Trace 300 Hurst (Trace, you had the right idea, but the first link choice is very sensitive to how the info is entered, the second one is a manual DIY (very useful to check, which @MEV should have done after getting so many "unknowns" and "top colors"), and the third one is a great resource that used to have an excellent decoder but removed it 1-2 years ago). In any event, sorry @MEV for not checking the links before making the suggestion.

FWIW, the best (free) online fender tag decoder is now gone, but the Stock Mopar Decoder is pretty good -- see why here. Using it, and what I know (I am more familiar with 1970-1973 than 1969), here's what I get.

The car's VIN is RP27F0G1490145 -- a Plymouth Sport Satellite convertible.

E44: 318 cid 2-barrel V8 230hp
D31: A904 3-Speed Auto Transmission

R: Plymouth Satellite
P: Premium (Sport)
27: convertible

F: 318 cid 2-barrel V8
9: 1969 Model Year
G: St. Louis, MO, USA

149014: Sequence number (VIN is therefore RP27 F0G 1490145)

B7: Jamaica Blue Metallic Paint (body)
B7: don't know -- it's a paint color code, but there is no repetition on 1970-1973 models; perhaps @69CoronetRT can chime in?)
P6D: Blue Bucket Seats Interior (see here for more info)
B7: Jamaica Blue Metallic Paint (interior door panels)
A18: October 18 Scheduled Build Date (SBD)

I read it as he didn't want to or understand it.
How would he have gotten so many top colors but doesn't name a color?
LND ? It is clearly END but he has it as top color. Sometimes it isn't worth the effort for some.

Different plants coded differently. St. Louis coded two paint codes (top and bottom) even on convertibles.
