Any reason I can't pull them out put some locktight 592 on them then reinstall?

Yes on 592. Remove bolt, one at a time. Clean and use thread sealer on bolts
Retorque as per service manual

Is that an oil passage that the bolt is threaded into? A blind hole into the crank case? Is oil leaking (being forced up) past the bolt shoulder and through a gap between the shoulder and the opposing surface of the manifold bolt-hole? Or is oil leaking from the valve cover gasket and just accumulating there near the bolt?

Its coming up from the bolt hole, it only pools in the bolt valley, and I've never seen any oil on the side of the head, just the intake.

I also re-torqued all the intake bolts a couple weeks ago when I first noticed it.

Ive pulled the bolts and threw some LT592, I've got to go the beer store later and I'll check if it's fixed then.

If there's a reason why using a copper washer in this application is not recommended I'd like to hear it. Or go ahead and be silent and downvote this post too.

I didn't down vote, but I had lt592 on hand and did not have copper washer on had.
