is the jack for a C body the same as other mopars of the same era, or are they unique?
The jack and tire iron are missing from my 1970 300 convertible and I’m starting the process of finding a replacement.
Also, is it the base of the jack that goes into the top of the spare with the threaded rod through it to secure the spare?

I suspect the basic jack and base will be the same as other C-body cars and possibly some others, BUT the difference could well be the piece which interfaces with the bumpers, which snaps into the springed-recepticle on the moveable section of the jack. I suspect the lug wrench might be more universal, too? BUT always check the lug wrench to ensure it fits the lug nuts on the vehicle!

As I recall, the jack base, turned upside down, goes on top of the spare tire, the retention stud sticks though it, and the wingnut screws down against it. With the jack "stem" laying under the tire.

Just my suspicions, not having looked in the parts book about these things,

Yes. Many of them are the same jack. Yes the base inverts and yhe wing nut holds it all together. In my 69 300, the jack lays under tire with wrench

I can get a picture if you like. Go to a junk yard to find one and clean it up. People online want $200 for a $10 jack.

69 Chrysler 300.

The little black "U" clip is not for the jack. That mounts to the left side trunk arm/hinge and holds the vacuum line for a trunk release and wire for trunk light.

The part that varies is the hook. The hook has to be correct to match the bumper. The correct part number is 2931160. This fits the 1970 Chrysler and none of the other C-bodies. Other hooks may fit, but you take the chance of damaging the bumper and/or not being safe to jack the car. It's as simple as that.

You'll also notice there are two styles of jacks. One has a square tube and one has a T shaped upright. I've never found out where the difference in what cars got what... As long as the base matches the upright, either works. IIRC, my '70 300 vert has the square style.

And yes, you can buy cheap jacks all day... but finding the right one might cost you a little more. Here's a complete jack. 70 71 CHRYSLER 300 NEW YORKER MOPAR BUMPER JACK W/BASE HOOK & IRON 2931160 10961 | eBay

Also try the guys that are parting the 70 Chryslers.
