The only coding I'm aware of in PA is that they used to put the same first and last letter on dealer plates.

Wikipedia has a pretty good list of the New York county codes. I remember the plates on my Dad's cars starting with "OND" for Onondaga County.

Through the 60s the Chrysler company car program got their plates in batches. If i saw another new mopar with the same two letter prefix as dad’s cars i knew it was another employee car.
at one time i had ots-otsego and my grandparents had her-herkimer.
i didn't realize that the codes continued. my daily truck is crk-otsego county. same plate number for years.although i live in herkimer county , the dealer was in otsego county thus the crk number.
at one time i collected plates. got rid of most but once in a while i pick up an oddball. just got a pre liberty yellow/blue with a handicapped symbol. first i had seen.

I have a 1969 Alabama SAMPLE plate on Jezebelle. I was not able to register it but do have another 69 Bama tag registered that I carry in t
he trunk. The SAMPLE tag has been on the car for 5 years now and has never been questioned.
A friend who has a 1972 340 Duster found a 72 SAMPLE tag and has it on his car.

When NY went to the "Liberty" plate and they were no longer embossed, the tooling was done by a local shop for Auburn Prison. A few blank plates that were tooling samples ended up not being scrapped. Mine is the only one I've seen without large flaws in it. I've done a couple shows with it in place, but never ran it on the street.
