Came across a set of these for sale, I'm asking the seller if they're metal or plastic and for what size rim. These are wheel covers, not rims. Anyone seen them before?

Excellent! The pictured wheel cover, part number 2944092, was available on 1969 Dart, Coronet, and Charger, and also on the 1970 Dart.
A similar wheel cover, part number 2881769, was available on 1968 Dart, Coronet, Charger, Polara, and Monaco.
Both year wheel covers were essentially the same with the 1969 version painted black in the inset areas, and the 1968 version painted dark argent in the inset areas.
The wheel covers are for 14", 5.5" or deeper wheels. The covers are composed of a die cast, chrome plated metal center section, with painted inset reliefs as described for the model year usage. The outer portion is a stainless steel rim, similar to a trim ring with an inner edge for fastening. The assembly is riveted to a steel ring with separate barbs to grab the wheel lip. The stainless steel rim is fastened to the rear of the diecast center by screws. The simulated lug nuts are stainless steel caps on a steel core that is fastened into the reliefs from the back by screws.
