Yup, but hell they drive with 'um on all day when the sun iz out around here. 'Bout 6 weeks I waz coming home from ah Mopar Meeting (In the dark) and one dropped in behind me and when we got the green lite at the intersection he rode my *** again. I got thru' the intersection and locked it up. After he stopped and waz on my *** a 3rd time I got out and walked back to chat with the driver. 700 series BMW BTW. He rolled down his window and I ask him to dim his lights now or I waz going back to my car and get a hammer come back and make sure they were dimmed. He whimpered something about them already being dimmed and I told him to pass me before I reached my car and shine 'um on his house when he got home and thank me silently for moving slow. Jer In retrospect I guess he couldah shot me I suppose, lol
 
Many years ago I had a similar situation of a car with the "high beams on" coming towards me on a decently lit up roadway near where I lived.

I had the H4 Halogens for regular headlights plus the cheap CTC yellow fog lights and on top of this a pair of "Mean Mother Magnum" H12 Halogens driving flood lights. These lights would melt the plastic covers if you didn't take them off before turning them on...

So I flicked my normal H-beams a few times as the driver approached with no response so about 100 feet out I rained Halogen terror on this blind stupid SOB.

Turned out to be a friggin' cop car!:steering::steering::steering:YIKES!!!!!

It was too late to do anything so I did what any normal red blooded rebellious young driver would have done at the time and that was to keep the Jeep lit up as he shielded his eyes with his forearm & I drove as fast as I could past him (opposite direction) then turned all my lights off so I could disappear using only the few street lights ahead to guide me as I made my way a few miles up the road to the house & ducked back behind the barn in time to see the red flashing lights & a cop scream past chasing a ghost that was never going to find me!:lol:
He likely needed some medical attention for his eyes after this...:rolleyes:

Since then, I've been careful to make sure it isn't the Po-Po I flick my high beams at when I encounter a dumb *** with their H beams on.

Somebody here awhile ago suggested that I carry one of those 10 mile range LED pen lights with me.

Works great.

Couple decades ago I was riding in the back seat of a buddies car going to a model RR swap meet. Just before dawn, guys comes up behind with his high beams on and wont dim them. I reached in my camera bag, got out my flash and powered it up. Aimed out the back window, and pushed the test button. *Flash*. Dimmed his lights immediately and back way off.
