2k seems about right unless you really had to have it and then I’d say you just need to get it for under 3K. I like a Washington State car!
 
$2k would seem about right. Shows a lot of outside storage with a trashed interior, but it does at least run.

Considering it's a 2dr, a 300, still has its 440, and is supposedly rust-free, I'd say it's worth a bit more than $2000.
I'd say maybe $3500 or so.
But it certainly needs a lot of money put into it, and it's not daily-driver-reliable, either.
But both bumpers look pretty decent (although rear picture is poor), the grille looks great (only slight misalignment of the driverside headlight door).
But needs a close eyeball before buying it.

The guy was big on numbers matching. I didn’t think that was a thing with C bodies. Is it important?

He is basing his price off of Hagerty. Are they reliable?
 
I personally don't use any Hagerty, etc, price guide. Perhaps that's due to 25+ years of being into C-bodies, and values (to me) are what I'd be willing to pay, based on what is there in a car, what it needs, and what else might be out there as an alternative purchase. I am sometimes low vs the market, but that's OK with me. I've never bought a car wherein I regretted what I paid.

68 is the transition year of VINs on drivetrain, IIRC. Easy to verify the block's year when no AC like this one, though.
IMO, #s matching is nice but on a 'vanilla' car the condition of the car is more important to the valuation.
A car born with an HP drivetrain, or maybe loaded with options, would be worth more if orig drivetrain, of course.

On this car, one thing I'd wanna know - does he have the bottom of the back seat? That would be an annoyance to find, ship, etc. 'Minor' things like that sometimes turn me off completely.
 


Here's a TIP: You do know that if you mash your finger on a image that it will bring up a dialog "Save Image..." which will result in a better image to post here for the archives than a screenshot right? On FreakFace you may have to first select open or view image dialog to get to the save image, tedious but it can be done.

I think you are right on with your estimate of this car's value. I would rate the car as between a No. 4 and a No. 5, as regards condition. This guide seems to line up with that pretty well:
