Oklahoma has what is called a "black tag". You are supposed to register a vehicle, whether running or not. If it is uninsured or inoperative, you register it as such. The fee does NOT change, but you receive a year-sticker for the tag that has the year on a black background. This way, its obvious if you are driving the car illegally (no insurance). It's good for a full year. The state gets their pound of flesh, and you can park in the driveway with a black-tag car, and it must be off the street on private property. Similar in effect to the California law.
