I'm from Milwaukee.......I had no idea what that term meant.

It's like the term.......bubbler. Ask anyone from Wisconsin (let's be safe and say anyone from Wisconsin over 40) and they'll know what that term means.

Haha, I should've known better than to open up another "skirts" debate.

Anyways, I took 'em off a few months ago to clean the wheels. I liked the way it looked w/o because it showed off more of the road wheels and WW's. I'll put 'em back on eventually. I have added a pic above with skirts.
