Power Steering Issue

So my 66 Fury III has the 318 with the Federal/Thompson power steering pump. I had to replace it recently and it worked fine. However, randomly it stopped working one day. I thought it might have sucked some air in the system and took the cap off and turned to brake in both directions and that resolved the problem for a good while.

Yesterday evening it went out and again but this time the previous fix is not working. My thoughts are its either air locked or has something in one of the hoses. I maybe wrong though.

Any suggestions on the root cause and the fix for this?
 
Does the pump make any noise? Does the oil level go down when the engine is running?
 
No, the level stays the same, no noise, no leaks. Also, when then engine turns more RPM it will work. It doesn't work at idle or low RPM...ya know when you actually need it.
 
somethings wrong with the pump, I am not sure if that pump has a valve like the saginaw pump under the pressure line but something is stuck or broke, get another one
 
Gotta fix this one. Unlike the Saginaw you can't really find them.
 
I took the pump off this afternoon. Checked all the lines and the filter thing on the return line. I blew some air into it in case it some port stopped up with junk, reinstalled it but still had the same issue.
