Yes, three nubs to hold normal hubcaps on. They have the normal "5 hand-holds" as any stock wheel. No special cooling holes.
Until the 15x7 police wheels appeared on the small 4dr rwd cars (Aspen-Volare platform), all police wheels were 6" wide, whether 15" or 14". Termed "HD Wheels", which could also be fitted to trailer pkg vehicles, too. 14" and 15" wheels of 6.5" width were "Station Wagon Wheels", except for the 1976 Charger SE 15x6.5" Rallye wheels.
15x7 wheels, but with NO nubs for hub caps, were on the '78-'79 Magnums, the GT in '78 and the Magnum XE with GT Package in '79. Special paint, too. Companion to the 15x8 "Kit Car Wheels" for Plymouth Kit Cars. The 15x8s had normal silver paint, though. The 15x7s had screw-on center caps and were spec'd with trim rings.
I never did think about the '76 Charger SE 15" Rallye wheels being 6.5" wide, until I found some in a salvage yard, unmounted and saw the stamp code inside of the rim area. Look just like the 15x7s which E-bodies came with, just a tad narrower.
