Rear part name?

I need the part that runs across the end of the rear frame rails that attaches the leaf springs to the rear frame rails it also goes from one side to the other cant find the name of this piece anywhere anyone have a clue?

The shackles attach to the longitudinal frame rails and the rear ends of the longitudinal rails are connected by another frame rail, to which the bumper brackets attach. Is that piece damaged from collision/impact, rusted, or combinations thereof?

I'd say so. It ties the rear frame rails together, reinforces the trunk floor, and the bumper attaches to it. It also gives some rear collision protection to the gas tank.

With a unibody car like your Plymouth, just about everything in that picture is structural in varying degrees.
