This is the way I understood it.
U code = 4bbl. Period. Regardless of cu. in.
V code = 6bbl. Period. Regardless of cu. in.
Had there been an 383 6bbl, it would have been a V code.

In general, the further up the alphabet the more CID and carbs. Adding new engines, like the 360, pushed the remaining engines "up" a little. A 70 383-6bbl would have probably coded "P".
