Yes, in the past I used a company called "Fast Auto Registration" in Southern California to address my title acquisitions when DMV got to be a problem, as the owner of that business knew more than most all of the DMV people about DMV rules. Unfortunately, she passed away about four to five years ago now, so the office ended up closing. However, I did learn from them how to obtain titles for vehicles that I had acquired over the years without a title when I had one that I decided I wanted to restore. So usually when I have a vehicle that I want to restore that doesn't have a title, I now know how to get one through the California system because California has a lot of vehicle collectors who want them restored and therefore the California DMV has a special process for such folks.Yeah, this case was too complicated for AAA. Believe me I tried.
There are some "DMV Consultants" out there I've heard that act like counsel for dealing with the agency. @saforwardlook has used one if my memory serves correctly?
If I had known about your acquisition of your New Yorker from Canada earlier in the process, I would have helped you get through the system without ever noting that it was sold out of Canada because all the California DMV needs to see is that your vehicle has a US emission label, which all Canadian vehicles had that were produced by Chrysler Corporation in that timeframe. I also acquired a 1971 Imperial coupe out of Indiana some years ago that was supposed to be sold to me with the title in the glove box, but it wasn't there. When I tried to call the lady that sold it to me in Indiana, I learned she had just passed away. So at this time I will soon be trying to acquire a title for it since I do know how to do it and have all the requisite forms that have to be filled out and I also know the exact words they are looking for at DMV to approve such requests now. The reality is that when you are a vehicle collector, the California DMV has a specific process you need to go through and they are looking for the right words and forms properly filled out to allow a vehicle collector/restorer to obtain a valid Caifornia title.
