I would reset the gap and see if it's OK. Do you have the screw that is missing?

I can’t reset the gap because the reluctor wheel itself is in chunks. I do have the screw. I just removed it to see if it would come off easily.

Time for the Hopster! You can rummage around later and find another reluctor wheel.

I had a similar issue, the spring in my fuel pump broke, it would feed fuel enough to keep the carb working until it made higher RPM or higher throttle opening, then it would have no power, back off and it ran normally.
