What happend here and why: 67 turn signal switc

today I removed the turn signal switch in my 1967 imperial.
This is what I found:

Now why did the PO put that plastic disc in with the JB weld?
The problem with the switch is going to be solved by rebuilding the 3 wire cam. But do I need that plastic disc (that seems to be broken in two parts) ??
 
I'm sure it's there for a reason, possibly to insulate the terminal with the nut. That's obviously a home-built switch. The red part is original and the white part is from some other switch. I would just put it back as it was and not worry about why.

The glued-in clear plastic looks like it was cut out of the bottom of a Chinese food container that soup comes in.

Sucking on the plastic for a few minuets is the only way you’ll know for sure.
