what is the part called on the bottom of my hvac unit?!

while cleaning out my fresh air vents i got a lot a leaf debris out of there

and while i was on the passenger side following a stray disconnected wire for my glove box light

and i noticed the insulation on whatever this is with all the vacuum lines hooked up to...
