I believe you need something that looks more like this from a 1968 inner fender image to be correct, I don't think they changed much from 1966 to 1968 but those on eBay may do the job. .

I think I see what you mean. It's the set itself that could move, not the part that's bolted to the pan. I wonder though, if this movement is mitigated, somewhat, on powered seats.
