1968 Polara steering column ground

I'm attaching the small black ground wire, is this the right location? There wasn't any and no indication of prior attachment. I appreciate your time.

Wrong place. There are two studs side by side near the dash. It goes from one of those stud and nuts then to the bolt that holds the column mounting bracket to the column.
