Pretty sure it is an ex RCMP car. Been for sale for a while. Put some wheels on it and at least its a roller...

If it's an RCMP marked car then the roof has been painted white. The car would have been all black except the front doors

I have heard that Jersey can be a pain in the *** to title an out of country vehicle. PA is the worst by far, but I was told by a Canadian dealer that Jersey was number 2.

I'd try , if I strike out I'd title it in any other of the 49 states then title it here

Might as well title it in Idaho. It'll save you some paperwork later.

I'm not usually the one to discourage people on purchases, but that car is really, really rough. Granted, I've seen worse, but it would be a massive project to bring this one back to life. Maybe a Canadian citizen could get you some better pictures of the structure. If the frame rails, rockers, and stub frame mounts are toast, then I think it's time to move on. If they're solid, it's still going to be a lot of work. Rubber mat cars are very hard on floor pans, so it's highly likely that they need to be replaced. As with most of these cars, I'd love to see it saved, but on the other hand I would hate to see someone trying to deal with another nasty can of worms like that '71 GT that Murray Park sold on ebay.

I would just want the dash with speedo and the fender tags.

Nobody is restoring that car...parts car and great yard art if you have the room to display it.
