Yes the interior on that car looks different, I'm not sure what an original interior on a 73 would be but 40 years later even a swapped out interior would look like junk.

I had a 67 Valiant that had a swapped out interior, my CHP car has a front seat from a different car (another CHP car).

The interior in that picture could be white, tan or gray (I'm sure we're not talking about a dress).
But unless one of us see the car personally I doubt we'll ever know.

What I do know for a fact that in 1969 the admin cars that were not B&W did not have 999/999 paint codes.
They did not have "Special Paint" or "Special Mask".

This 1969 admin car tag (this is from CHP literature) has the same police duty interior code as my B&W unit.

I do know somebody that has a 71 CHP admin car I could ask him about the vinyl top trim, I doubt it has it.

There is a guy down the street with a 2000 Crown Vic B&W and all it has is a black X sprayed on the white doors with rattle can paint.

It depended whether or not the car was to be refinished for auction. I purchased some cars directly from my area office that were wrecked or had a serious mechanical problem. They were usually able to be picked up for next to nothing. Nice cars were usually sent to other locations for auction, resprayed and had carpet installed. The quality as I said earlier, depended a great deal on the particular area. Entirely possible that trim was removed in some cases-years ago. Of course, a good ASM would also perform "enhancements" on the engines many years ago. I heard some pretty wild tales from the guys out in the desert in their efforts to build fast pursuit cars that would have to run flat out for miles on straight roads. That stuff doesn't occur anymore.
