Yes it does. A 60 is a wider tire than a 70.

You're both right. A 60 and a 70 series tire of the same size, like 235 for example, will be the same cross section width. The 60 series tire will have a slightly wider tread dimension, so yes, in that respect it would be wider, but the measurement at the sidewall cross section will be 235mm for both.
 
It all depends on the width. A 60 can be equal or taller with more sidewall than a 70 series if you go fat enough. These 2 tire sizes are identical except for width.
