69 Imperial Fender Mount Turn Signal Question

I have another question for the experts on the forum here. I have a 1969 Imperial that has the front fender mounted turn signals. I need to know how they operate? I know it sounds like a stupid question!
Do they turn on and stay solid (no blinking) as long as the blinker is active, or should they blink with the turn signals? I ask this because this is my first Imperial. I am still working on getting this girl road worthy.
One other question, do the fender mount lights illuminate at any other time other than just when the blinker is engaged?
I would appreciate any input and thank you for your help in advance.

Plus, is there a trick to get access to the fender mount housings so you can change the bulbs, instead of having to stand upside down on your head?

They blink with the turn signals and that is the only time they should be on.

Thanks, that is what I thought. I worked on replacing all of the bulbs on the tail lights last weekend and luckily they all work, even the sequential blinking. I noticed the drivers side came on when the blinker was on, but I believe it just illuminated with no blinking.
I was so excited the tail lights worked I did not really pay attention to the fender mounted signals. 5 of the 8 bulbs on the tail lights separated from the metal bases, so I had to use needle-nose pliers to get the bases out. I generously lubed all of the new bulbs before installation.
 


This is my 73 Imp, but the turn signal indicators function in the same way through the model years 1969-73. Notice that there is no indicators installed to the gauge cluster, so the only ones are on the front fenders.

Those little guys on top of the fender have 3/8 speednuts on the bottom side, you have to get at them from the wheelhouse. Be gentle so as to not break off the nubs and yes they should only flash.

I appreciate the information. So to make sure I understand this correctly, you need to remove the inner fender liner?
I did not even think about that. I actually need to take those out anyway to blast and repost with new undercoating.

You can get at them from under the hood too but you have to go by feel ,stick your hand up in the fender in front of the rad support, you will find them.
