C-Body Factory 15x7 Steel Wheels?

every one of the late model 15x7 I've found have the holes drilled for some sort of center cap, like attached. They are also PN 4126675. Not a big deal as i plan to run wheel covers or dog dish anyway, but I was surprised to see your wheel sans additional center cap holes.

Yes, there was a "stand-off" of sorts that bolts to the wheel to support the giant "wire" wheel covers found on the 5th Avenues and similar.
 
I believe those smaller holes are for the "locking" wire wheel cover hubs. I have some of those as well as 2 15x7 "large" hub cap aftermarket wheels that are the same backspace. I am thinking of using them on the 69 Fury convertible I just bought. It presently has P225/75R15 tires on the original wheels. Although it is 2X bigger than the factory tire size (7.75-15 which equates to an F78-15 or P205/75R15) they look good on the car. I'm thinking of P225/70R15 so want the wider wheel. The M-Body civilian used both P205/75R15 and P215/70R15. The AHB used P215/70HR15.
