C body swing sets

Both sets were supposedly pulled from C bodies (65-68) and set on a shelf years ago. They are quite a bit different from each other in the way they mount. Both appear to be C yet why the difference? I'm of the understanding power vs manual brakes has a pedal length difference. Any insight, please and thank you.

These are the only pics I have right now, first off is a power brake set.....

Then we have a set for manual brakes......

Yes, they are different - the manual pedals share a common pivot shaft while the power brake set do not, and that's about all I know about that.
 
Barnfind - the pedal set on the right is power brakes and the left is manual brakes. The manual brake set has a higher pivot point to make the pedal arm longer. Also the power brake set has the clutch and brake pedals at the same height from the firewall, whereas the manual brake set has the brake pedal further out for farther travel as required.

I believe you are correct on this, all of the power brake set ups I've seen to date have differences in pedal height as viewed when installed, like Polara_500s' first picture. Miine show the same pedal level. This is where my question is on, why the difference? Is this due to a pedal change, installed in a different model?,
