Can I use these rear drums?

I got my rear drums off. The interior looks great I have turned and balanced other drums which were not nearly as good inside. My question lies on the exterior. There is a decent amount of flaking rust.

Next question, I was thinking of taking a wire grinder to it first, to take off any loose rust, and then have it turned and balanced. Does this seem logical and can you paint drums with a product like POR 15 or does that effect the cooling of the drums?

A funny part of removing the drums. I had the whole rear end up to work on both sides. I start on the right and was having a tuff time. The drums were spinning but not coming off. After about an hour I decided to work on the other side. To my amazement it was sitting off the shoes ready to fall on the ground. I finally got the other side off with heat. I should have started with that.

My #1 rule for almost 40 years as drilled into me by my mentor on every brake job, no exceptions:
New linings? Turn the drums. Nothing left to turn? New drums. period. End of story. He ran a tight ship, err... garage. So, good for you.

Paint? Why? I call what's on there now as a protective coating. Those drums are good to go after wire brushing.
Or do you have spoke wheels.
