So the towing package included the shroud, where else was it applicable? Only with air or was it an option by itself?

I look though the entire Data Book. The only reference that I could find of a fan shroud being included was under tht Tow Package. Under A/C, no mention of a fan shroud included. It's hard to prove something unsaid so I don't know.
