Judging by the fact someone started restoring it, I would say it was still crusty while on the road...this rust wasn't new or even recent.Here in my SE NC county we don't need inspections for car registered as a classic fwiw. Also very lax locally on emissions just as I like it.
I'd still love to know if the car was rotten when driven last or did it get that way sitting?
