My neighbors thought I was nuts buying that "worthless" parcel behind me. Now they're shitting bricks.

Always good to anticipate what "others" might do, waayy before they might do it. Less expensive to do it then, too! How's the "retreat building" coming along?

Perhaps "the fence" itself might not be "outlawed", BUT the type/height of the fence must be "to their code"? With the height spec also being to the particular municipality's height/location specs.

I suspect that many basic HOA codes are a simple re-statement of the local municipality's code statements, BUT can add to that at their discretion. In the case of a fence, defining the construction materials/type and location on the property tract. ALL in the alleged orientation of protecting property values (mutually-beneficial, they claim). Can't forget the replacement roofing material specs! Wonder how many will allow roof-top solar installations?
