Can someone tell me if the part at the tail of this transmission is needed never seen one it came out of a 77 newp

Is that not the '74-'78 rear trans mount for Formal Body Chryslers? More rubber isolation than prior mounts, I suspect.

I've seen a few like that. Not sure what they were out of though.
I always thought it was some sort of vibration damper setup.
I've removed them and never had an issue yet.
 
It's a weight to help dampen driveline vibrations and noise.

Do you need it? No, not really... If the car had it originally, I'd leave it on, but if it's going in a car that didn't have it... I'd take it off.
 
The dampener was added specifice to reduce NVH in the 35 - 45 mph range.
It's an added improvement.
Leave it on. It's not hurting anybody.
