Interior turn indicators

All my signal lights work including the top of fender indicators but the indicators on the dash not working. Would this be bulbs? could both bulbs be bad or is it another issue possibly?

There's probably no bulbs in the dash.

With fender indicators, the factory didn't put the dash indicator bulbs in (well, sometimes they did).

Good news is all you have to do is install the bulbs if you want.
 
When the omitted the sockets from the cluster they put tape over the bulb holes so you need to remove the tape and residue so they can make contact with the circuit board.
 
With the external, fender mounted turn signal indicators, the instrument cluster lamps would be considered "redundant" and not needed as the outside lights would be easier to see at all times (ONE reason for them being there), for the driver AND people behind the car. BUT, as mentioned, you can install the instrument cluster bulbs if desired (as it would have been without the external lights on the top of the fender).

With 1973 fender top turn signals, they substituted door lock warning and low fuel warning. So if you wired instrument cluster turn signal lights, the left turn would flash: Door and the right turn would flash: Fuel. Or you could get a standard cluster and move the odometer to the new cluster, doable, but a pain to do.

Surprised Chrysler used tape to block off in 1967.
